If your app is exempt from the issues raised, for example, you have permission to use a third parties' intellectual property in your app, you can let the review team know by completing the Advance notice form instead of appealing. -

You should not upload any source code directly to the app store. App templates are meant to be used as a template for creating an app and creating something new, not uploading the same app.
We can't decide over Google's Policy. You will have to contact Google Play and see what can be done.
