  Local db (sqlite) always connected, I guess that you want to use local only no need server, so you can open NavigationView.xaml.cs file, then comment out CheckLogin() function, this will skip Server authentication so use local db only.

  For this error, saying that node-sass was not installed successfully. So you can run Comand Prompt as Administrator, cd to MiniPOSApi\ClientApp, then try execute below command:
  
  npm install node-sass --save-dev
  
  Next time we will update build scripts. Thank you
