  No you don't need anything, and SMS is free if you have Free sms plan with your sim card operator

  Yes you can send unlimited SMS by the system,
  What is the error you got when you try to log in ?
  and for the balance is for demo to not send unlimited SMS. and also you can make your users to purchase balance of just make them able to send unlimited SMSs

  it's not a android 10 problem but its cannot run without google play services
