  This is Joomla template, so it's based on Joomla CMS (joomla.org), for back-end manager you can install Joomla and see it. Do you have other part that want to see?

  yes , i am a non coder but interested in joomla templets, unlike other wordpress and php i am unware of Joomla. but i know this is the best CMS from web.
  so wish to kinow of ADMin management and What users features with this template
